The Project Management Unit (PMU) is established at the National Treasury and Economic Planning under the Financial and Sectoral Affairs Department. It is responsible for planning, coordination, procurement, financial management, monitoring and evaluation, and reporting on RK-FINFA.
Professional Experience Mr. NJERU Michael has over 20 years’ experience in areas of Public Finance, International Development, Public Policy and Management. His wealth of experience has been gained through working in various roles with the National Treasury and Development partners. Some of his policy contributions include the establishment of the Kenya Credit Guarantee Scheme, a Government Programme aimed at facilitating financial flows to the Micro, Small and Medium Enterprises in Kenya. He also led the establishment of the National Treasury Cash Management Unit, a Unit whose objective is to build upon synergies of relevant National Treasury Departments and Central Bank of Kenya in Government Cash Planning for efficient and effective Fiscal framework execution. As Head of Cash Management Secretariat, he spearheaded the formulation of the National Treasury Cash Management Framework and offered representation of the National Treasury to the Central Bank of Kenya weekly reviews on Domestic Government Planning and Borrowing. This was an advisory role aimed at informing the Central Bank monetary policies in facilitating Government Fiscal Framework. He has also been Head of Disbursement Unit at the National Treasury, a role that include programme appraisals, negotiations, budgeting and disbursements. He has also been involved in the country PEFA assessment, a World Bank/IMF Public Financial Management assessment tool. Professional and Academic Qualifications Mr. Njeru is a post graduate with Masters in International Development from the University of Manchester (2005), and Masters in Public Policy and Management from the Strathmore University Business School. He is also a Financial Analyst (FA), Certified Public Accountant (CPA) and a Bachelor of Commerce (Corporate Finance) degree graduate. He has participated in Exchange Programme at New York University - Wagner in areas of Public Policy and has mastery of several courses administered by United Nations Institute of Training and Research, including Trade & Development and Negotiation of Financial Transactions. He is also a holder of Financial Development and Financial Inclusion certificate administered by the European Investment Bank and the International Monetary Fund.
Mr. Njeru is an Executive Alumni in Public Finance for the Harvard Kennedy School of Government.
Patrick Nekesa is a Senior Rural Finance Specialist with over 23 years of experience advancing agricultural finance, inclusive market systems, and climate-resilient development across East Africa. Currently driving initiatives under the IFAD and Government of Kenya’s Rural Kenya Financial Inclusion Facility (RK-FINFA), Patrick is instrumental in the establishment of the national Green Financing Facility (GFF). His recent work includes designing Kenya's Green Investments Taxonomy, structuring robust credit guarantee schemes, and operationalizing revolving funds to accelerate climate-resilient agricultural investments.
A dedicated champion for inclusive economic growth, Patrick has a proven track record of designing blended finance products—including tailored asset financing and credit models—specifically aimed at integrating youth and women into profitable, market-oriented agricultural value chains. He works extensively alongside commercial banks, county governments, and development partners like the UNDP and EU to dismantle policy barriers and build capacity for young agripreneurs. Patrick holds an M.Phil. in Agricultural Economics and Management from Moi University and a BSc in Agriculture from the University of Nairobi.
Rodgers Kipturgo is a Supply Chain Management professional with many years wealth of experience in the Supply Chain Management in several State Corporations and donor funded Projects. He is a MSC Procurement & Logistics holder and member of the Kenya Institute of Supplies Management (KISM) and Chartered Institute Purchasing Supply
(CIPS-UK) in good standing. He is responsible for overseeing the Supply Chain Management and contract management which is a key strategic enabler and driver of the Project.
Esther administratively supports the Project Management Unit (PMU) on Project implementation activities through timely communication with Project Implementing Partners and other stakeholders including the Lead Agency. She works in close collaboration with Project Technical Leads for efficiency and timely output. She also performs human resource management duties at the PMU level in liaison with the Lead Agency Human Resource and Development Management Unit.
Maureen Maresi is a Gender and Social Inclusion Specialist with extensive experience in gender equality, youth empowerment, social inclusion, child protection, and safeguarding within development programmes. She currently serves as the Gender and Social Inclusion Specialist at the Rural Kenya Financial Inclusion Facility (RK-FINFA), where she provides technical support to mainstream gender, youth and social inclusion across project interventions areas. Her work includes inclusive targeting, gender-responsive programming, social safeguards, beneficiary engagement, gender-transformative approaches, and monitoring the implementation of key social inclusion and safeguards instruments. She is passionate about advancing inclusive development and ensuring that vulnerable and marginalized groups meaningfully participate in and benefit from development programmes.
Boniface Ngeru is a M & E/KM professional with over ten years of experience designing and managing end-to-end MEL systems for government-implemented, donor-funded programmes, including initiatives financed by IFAD, the EU, Global Affairs Canada, and UKAID. His expertise spans results-based management, indicator and results frameworks, management information systems, data quality assurance, and field verification — with a consistent focus on turning monitoring data into evidence that informs adaptive decision-making. He has a strong record in knowledge management, establishing centralised learning repositories and producing decision-ready briefs, case studies, and infographics that support steering-committee decisions and donor supervision missions.
Purity Rutere is a results-driven and highly analytical Finance and Accounting specialist with over 17 years of experience in public finance management for government and donor-funded programmes. She is a Certified Public Accountant (CPA-K) and MBA holder with a major in accounting. Her expertise spans in financial accounting, budgeting and budgetary control, taxation, and financial systems audit with a consistent focus on ensuring sound stewardship of donor and government resources. She has a strong record in strengthening financial reporting and internal control systems, producing accurate, audit-ready financial statements and donor financial reports that support steering-committee decisions and donor missions.
